Position Summary:

Under the supervision of the Chief Information Officer, this position is responsible for performing a variety of Information Technology business support duties and basic GIS mapping duties related to the input and maintenance of county-wide digital information by utilizing fundamental GIS data management concepts, software, and County data standards. Business support duties include administrative records management, ERP data entry and analysis, procurement and vendor relationship management, inventory entry and management, I.T. customer support/service desk/internal support. The position also maintains the county-wide GIS address database and serves as the addressing official for the Livingston County Addressing Ordinance. Calculates house numbers using grid addressing and coordinates street naming with the County Road Commission.

Pay Rate Information:

The Business Support Mapping Technician & Addressing Official position is a non-union position and starting pay is $31.81/hour . This position is eligible for step pay increases within our Non-Union Grade 8 Wage Scale. Top end of the current wage scale for this position is $40.30/hour.

Essential Job Functions:

An employee in this position may be called upon to do any or all of the following essential functions. These examples do not include all of the duties which the employee may be expected to perform. To perform this job successfully, an individual must be able to perform each essential function satisfactorily.

  1. Calculates house numbers using grid addressing system and corrects addresses that do not meet the standards described in the Livingston County Street Naming and Addressing Policy.
  2. Maintains and updates the County's GIS addressing database to assist customers and County departments with questions and concerns regarding addressing issues, records, and updated information.
  3. Enforces the Livingston County Addressing Ordinance under County Resolution: 2012-02-038.
  4. Prepares information for external agencies and County departments by running reports, attending meetings, and assembling files.
  5. Assists in maintaining the County's addressing and street naming policy through updating files, working with County and local departments, and ensuring standards are upheld.
  6. Produces and plots thematic, digital maps, and other types of graphic products for County departments, local communities, and other customers.
  7. Responsible for the ordering of all copiers and mobile cellular devices within the County including activation and troubleshooting cellular phones and modems. Evaluates current usage to determine the best plan for each department. Maintains the County phone numbers, orders new lines, and activates all problem tickets for mobile phones and internet connections. Administers the processes within the I.T. department service desk system "Fresh Service" platform.
  8. Creates and runs monthly addressing reports for various County offices and outside agencies.
  9. Supports the I.T. department procurement processes, contracts and vendor management in the help desk system.
  10. Processes GIS and other Information Technology Department invoices, receipting into the County ERP Systems and assists with I.T. department budget analysis and reporting, including administrative records management.
  11. Provides IT customer support and may function through the service desk or other internal support functions.
  12. Responsible for ERP data entry and analysis.
  13. Responsible for County auction activities such as preparing items for auction, preparing listings, processing invoices, and delivery of items.
  14. Reviews applications, analyze information for new developments, ensuring all requirements have been met and addressing policy is followed.
  15. Prepares and prints GIS maps per customer request at front desk/email/phone.
  16. Processes invoices for entry into MUNIS system for payment.
  17. Performs all other duties as assigned.

Requirements include the following:

  • High school diploma or GED supplemented by additional college-level coursework in information and two years of progressively more responsible experience in GIS.
  • The County, at its discretion, may consider an alternative combination of formal education and work experience.
  • Valid Michigan Vehicle Operator's License.
  • Knowledge of the principles and practices of GIS and addressing house and business numbers.
  • Knowledge of database data entry and management, creating general and specialized maps using GIS, providing customer service to internal and external clients, maintaining detailed and accurate records, and applicable local, state, and federal laws, rules, and regulations.
  • Skill in assembling and analyzing data and preparing comprehensive and accurate reports.
  • Skill in effectively communicating ideas and concepts orally and in writing.
  • Ability to establish effective working relationships and use good judgment, initiative and resourcefulness when dealing with County employees, contractors to the County, representatives of other governmental units, professional contacts, elected officials, and the public.
  • Ability to assess situations, solve problems, work effectively under stress, within deadlines, and in emergency situations.
  • Skill in the use of office equipment and technology, including Microsoft Suite applications, the County's enterprise software system and GIS/mapping software.
  • Knowledge of maintenance equipment and procedures.
  • Knowledge of department operations, services, and policies.
  • Knowledge of general office procedures protocols.
  • Team-based mentality rooted in the support of the I.T. department's mission of serving our community and customers.

While performing the duties of this job, the employee is regularly required to communicate in person and by telephone, read regular and small print, view, and produce written and electronic documents, and enter data on a computer keyboard with repetitive keystrokes. The employee must be mobile in an office setting, stand, sit, stoop, and kneel, use hands to finger, handle, or feel and reach with hands and arms. The employee must lift or push/pull objects of up to 40 lbs. without assistance. Accommodation will be made, as needed, for IT employees required to lift or move objects that exceed this weight.
The typical work environment of this job is a business office setting where the noise level is quiet and sometimes moderate.
