SUMMARY:
The Special Education Supervisor develops, organizes, and administers Marquette-Alger RESA operated Transition classrooms, and related programs/services. Responsibilities include planning, budgeting, reporting, and staff supervision/evaluation. The Supervisor assists local districts to meet mandated compliance requirements and supports them in addressing the needs of students eligible for special education services.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Supervision of Assigned Marquette-Alger RESA Programs
- Develop, organize and administer Marquette-Alger RESA Transition classrooms and related programs/services in keeping with the Agency’s Plan
- Coordinate planning and placement for students in the programs being supervised
- Accountable for program budgeting and the completion of all required reports
- Maintain regular contact with appropriate LEA administrators
- Serve as the resource person and primary contact for all special education matters relating to Marquette-Alger RESA Transition classrooms and programs
- Supervise and evaluate assigned personnel
- Develop/maintain a continuous evaluation process for all Marquette-Alger RESA Transition classrooms
- Ensure Transition compliance in accordance with Michigan Department of Education State Performance Plan and Office of Special Education requirements
- Coordinate Transition Services for local districts, providing training, monitoring & compliance around state indicator for transition services B-13.
- Support local district teachers and special education coordinators with navigating options for high school students with special needs; develop/implement plans for students who will enter the Marquette-Alger RESA Transition programs
- Develop, implement and maintain support systems for transition-age students
- Participate in analysis of transition assessment data with building-level data teams
- Assist in developing and writing proposals for additional program funding
- Facilitate special education public awareness
- Provide technical assistance regarding state/federal legal requirements for students with disabilities
- Provide leadership for area program curriculum development and program evaluation
- Assist with designing and delivering professional development for Educators on Special Education topics
- Attend Marquette-Alger RESA Board, Parent Advisory Committee, Administrative Staff, or other county-wide meetings as needed
- Represent Marquette-Alger RESA at State/Regional meetings as assigned
- Develop and recommend new policies, or changes in existing policies, and student handbooks
- Ensure that each student with disabilities is served in the least restrictive environment
- Ensure the coordination of a continuum of services for students at the secondary level: Referral procedures, process consent, parent notification, evaluations, assignment of multidisciplinary evaluation team, IEP meetings, instructional content, maintain educational records and confidentiality of same, student registry, self-monitoring and student follow-up activities
- Assist the Executive Director of Special Education and LEAs in budgeting and personnel recruitment
- Work collaboratively with area agencies
- Serve as special education coordinator for local school districts as assigned
- Other Special Education related duties: consult on personal curricula and build partnerships with outside agencies (MRS, Disability Network, CMH)
- Lead Marquette-Alger RESA-level and district-level special education improvement activities
- Develop documents, guidance and processes to ensure that programs and services are delivered in a way that supports both compliance and positive outcomes for special education eligible students
- Work in tandem with the Director of Special Education Accountability and Compliance in supporting the Special Education System of General Supervision at the secondary level.
- Perform other duties as assigned
MINIMUM QUALIFICATIONS:
- Master's Degree in Special Education, Administration, or Equivalent
- Michigan approval as a Supervisor of Special Education or eligible for State of Michigan approval or temporary approval as Supervisor of Special Education pursuant to Rule 340.1751
- Valid Michigan Teaching Certificate with endorsement in at least one area of special education
- Five years of teaching experience (or equivalent) in K-12+ education
- Knowledge of State of Michigan special education rules and regulations, staff management, corrective discipline, finance, state and federal special education law
- Demonstrated ability to work in a collaborative manner with parents and professionals
- Excellent communication skills, including verbal, written, facilitating, coaching, and leadership
- Proficient in technology including Microsoft Office (e.g., Word, Excel, PowerPoint), Google suite of products (i.e., gmail, calendar, Google drive), Zoom
PREFERRED QUALIFICATIONS:
- Prior administrative or leadership experience
- Knowledge of or direct work experience with departments/programs to be supervised
- Knowledge of post-secondary options and requirements
- Experience with adjudicated youth
- Experience developing and delivering specially designed instruction for students with disabilities at the secondary level (12-26+ years old)
- Training in de-escalation techniques
- Demonstrated experience designing and delivering professional development to educators
- Experience with Transition/Internship/Individualized Vocational Training and programming
SPECIAL CONDITIONS:
- Must keep the affairs of Marquette-Alger RESA and LEAs confidential at all times
- Must uphold confidentiality of privileged and sensitive student/staff information
- Routinely requires regional job travel using personal vehicle
- Occasional overnight travel downstate for conferences and activities of professional organizations
TERMS OF EMPLOYMENT: Full time: 215 Days; non-union; Must have regular and reliable job attendance, performance, and the physical ability to do the job
