*SUMMARY: * This position manages staff of the Social Services Program and general assistance programs through direct supervision, leadership and guidance in consultation with the Human Services Director. This position is responsible for the day-to-day direction, coordination, evaluation, and success of all adult and child welfare case management and general assistance programs. The Human Services Manager will ensure compliance with all applicable grants, policies, procedures and protocols. This position will serve as liaison to the Child Welfare Commission.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
In consultation with the HS Director, the HS Manager is responsible for the overall leadership, planning, development, and implementation of the Social Services and General Assistance program services.
Assist with supervision and management of assigned department staff including but not limited to the following programs: Social Services, USDA Food Distribution, Child Care Development Fund (day care assistance), Community Services Block Grant, Low Income Home Energy Assistance Program, Emergency and Burial assistance.
Assist with hiring, coaching, and training of staff. Review and evaluate employee performance and recommend necessary action for performance improvement or necessary discipline in consultation with the HS Director.
Assist with preparing, monitoring, and maintaining assigned program budgets including expenditure approvals, budget modifications, funding requests, and anticipating financial needs.
Assist with ensuring assigned department programs are making adequate progress towards program goals and objectives and are in compliance with applicable laws and policies and reporting requirements.
Assist with assigned program development and oversee the coordination of special events and activities.
Assist the Director with grant applications and reporting requirements for programs including creating goals, objectives, and budgets
Assist with cross-training of employees within assigned programs to promote flexibility, team efficiency, and sustainability of services.
Address complaints, problems, concerns, and questions for the LTBB community.
Attend required meetings, provide information/leadership as appropriate, and participate in any work group or committee assignments.
Maintain open communication with Director on all aspects of the Social Services Program and General Assistance programs through regular verbal and written reports.
Assist with assigning, investigating, and follow up on complaints of abuse, neglect, and/or vulnerable adult concerns.
Maintain appropriate documentation of protective service or prevention matters through case files and database as well as oversee the sharing of information as allowed under applicable laws.
