The Transportation Authority of Calhoun County (TACC) is looking for an Operations Manager for Max to plan, lead, and manage the Authority’s fixed route service known as RC Max. This position is responsible for overseeing and providing direction to the Max personnel which includes Coach Operators, both Full and Part-Time. This position requires close coordination and cooperation with the Operations Manager – Fleet and Facilities, and the Operations Manager – Flex & Move. Together the Operations Managers ensure consistent leadership, alignment of priorities and effective support for all Supervisors across the organization. Work is performed under minimal supervision from the Director of Operations.

Examples of Duties

  • Supervises staff to include: prioritizing and assigning work; conducting performance evaluations; ensuring employees follow policies and procedures; and making hiring, termination, and disciplinary decisions and recommendations.
  • Troubleshoots issues and concerns with Max and ensures service compliance with local, state, and federal rules and regulations including the ADA.
  • Works with the Operations Manager – Fleet and Facilities, and Operations Manager – Flex & Move, to cooperatively manage operations involving call center, scheduling, and dispatching.
  • Manages customer service for Max responding to service inquiries and customer complaints. Ensures appropriate investigation and response to issues and problems. Documents resolutions with customer comment software.
  • Creates and implements policies, procedures, and controls to ensure safe and efficient operational activities and adherence to established service, budget, and customer satisfaction standards. Recommends changes as needed.
  • Prepares and develops annual budget; monitors and approves expenditures in accordance with Authority policies and principles of sound fiscal management. Develops and maintains analytical tools for audit and control of programs. Analyzes Max service levels, makes recommendations for changes as needed.
  • Prepares reports to Senior Management Team, Michigan State Department of Transportation, American Public Transportation Association and National Transit Database (NTD) as required.
  • Represents the Authority in public forums requiring research and presentation development related services and activities. Attends regional meetings and specialized transportation user groups. Provides educational outreach to special needs community groups, advocates and social services organizations on Max services, eligibility criteria and other public transportation options.
  • Participates in the development of Max vehicle, equipment, and service specifications for procurement. Develops programs and project proposals, providing program direction and monitors related project costs.

Typical Qualifications

  • Bachelors degree in business administration, public administration, transportation planning, or related field.
  • Five (5) or more years’ experience with public transportation or related field, with at least three (3) years in a supervisory or management capacity.
  • Transit Safety and Security Program (TSSP) Certificate, within 3 years of hire.
  • A combination of education, training and extensive experience in a related field that results in demonstrated competency performing the work may be substituted or combined to meet minimum education requirements.
  • Strong computer skills with proven competency in Microsoft Word, Excel, and Outlook.

This work is sedentary and requires little to no exertion of force; work regularly requires sitting, bending, reaching, hand dexterity (grasping, holding, keyboarding, repetitive movements), reading, writing, eye-hand coordination, seeing (near and/or far, color, depth, field of vision), hearing, using the telephone, contact with government officials and the general public, working overtime, and working inside and alone. The incumbent will be exposed to diesel exhaust and/or airborne particles.
