Minimum Qualifications
Education: Must have a minimum of a bachelor's degree in landscape architecture, Landscape Architectural Technology or related areas of study from an accredited college or university or eight (8) years of experience in the fields of landscape architecture and/or grounds maintenance, or combination thereof.
Experience: Must have a minimum of eight (8) years of experience in the following areas: program development and project management, site planning and design, athletic field/playground design and development, landscape architectural design, preparation specifications and construction documents, contract administration and construction management of large scale public sector program/projects, management of grounds maintenance and site related contractors and knowledge of grounds maintenance service contracts including snow removal contracts, landscaping and athletic field maintenance contracts, Additional experience shall also include assistance with the development and management of annual budget.
Essential Functions
Under the direction of the Senior Director of Grounds:
Operations and Maintenance
- Manage and oversee grounds and other site-related contractors: Fencing, Paving and Undergrounds Drainage, Landscaping, Snow Removal, Signage, Play Equipment, Athletic Field Maintenance, Flagpoles, Site Amenities, and other contractors as required.
- Monitor day-to-day grounds maintenance operations.
- Monitor material and equipment to ensure safety and maximize production.
- Ensure departmental vehicles and equipment records are maintained in compliance with DPSCD and regulatory requirements.
- Enforce and adhere to district policies, procedures, and vision.
- Perform Site Condition Assessment Data collection and Reporting, for work prioritization.
Project and Construction Management
- Prepare scope of services and specifications for site improvements, athletic fields, playgrounds, and grounds maintenance services.
- Review and comment on proposed general fund and capital improvement sites and athletic field improvements.
- Manage multidisciplinary design and construction management services for athletic fields and site improvement projects.
- Provide contract administration and construction management for outsourced grounds maintenance and site improvement contracts.
- Assist in the development of and adherence to District standards and Communication protocol
- Prepare terms of reference and provide technical advice on reports, proposals, contract documents, and design drawings submitted by A/E firms.
Contracting and Procurement
- Work with the Division of Contracting and Procurement on all contracts related to Grounds maintenance operations.
- Participate in evaluating and selecting outsourced consultants and contractors.
- Prepare contract documents, attend bid openings, and recommend contract awards.
Budgeting and Administrative Oversight
- Prepare and monitor budgets.
- Provide recommendations to the Senior Director of Grounds and Executive Staff.
- Attend meetings, provide information, and make recommendations to committees, departments, School Board, and government agencies.
Training and Staff Development
- Provide training and development for operatives and/or vendors.
- Provide technical direction to ensure a competent workforce and contractor pool for site maintenance operations.
Necessary skills
- Good computer skills that include using a variety of computer programs including Microsoft Office Word, Excel and PowerPoint, prepares or directs the preparation of reports, studies and correspondences related to the Department activities. AutoCAD or other graphic software is a plus but not mandatory.
- Must have a valid Michigan Driver's License.
- Strong communication and interpersonal skills to work independently but with a consultative, teamwork approach.
- Ability to interpret regulations: Interpret regulatory and legislative requirements (City of Detroit Zoning, Blight Ordinances, Maintenance Contracts, City, County, Federal and State Bylaws) and ensure compliance for DPSCD sites.
