GIS Developer
Description
Job Title
GIS Developer
Overview
Our client is launching a multi-year transformation of its management program to improve reliability for customers.
An evaluation of current tools identified major gaps across work planning, execution, reporting, and sustainment. To address these gaps, this team is partnering with Applications & Analytics and IT to replace outdated, unsupported, and manual systems with a modern, GIS-driven work management solution.
This role is a hands-on GIS Developer position embedded within Operations, responsible for developing, enabling, and sustaining GIS solutions that directly support end-to-end work management.
Key Responsibilities
GIS Application Development & Enablement
• Design, configure, and develop GIS-based solutions that support work planning, work issuance, execution tracking, and reporting.
• Build and maintain ESRI-based applications leveraging spatial data, circuit maps, and data to support operational decision-making.
• Develop workflows that replace decentralized, paper-based processes with centralized, automated GIS-driven solutions.
• Enable the transfer of work data from planning through execution to contractor crews.
System Modernization & Implementation
• Support the development and implementation of a new work management system replacing legacy tools (MS Access databases, paper packets, Excel-based timesheets).
• Partner with internal developers, engineering analysts, and IT teams to integrate GIS components with broader work management solutions.
• Participate in system configuration, testing, deployment, and stabilization activities.
• Contribute to retirement of legacy work management systems.
Sustainment & Continuous Improvement
• Own and sustain GIS applications post-go-live, ensuring systems continue to issue work, manage workloads, and support reporting.
• Troubleshoot issues, implement enhancements, and partner with internal analysts and developers for ongoing improvements.
• Ensure data integrity, system performance, and user adoption across operations.
• Leverage existing ESRI vendor support and enterprise partnerships as needed.
Required Qualifications
• Bachelor’s degree (preferred; important for potential future conversion).
• Demonstrated experience as a GIS Developer, including development or configuration of GIS applications, tools, or workflows.
• Strong experience with ESRI technologies (ArcGIS Enterprise, ArcGIS Pro, web maps, feature services, or related tools).
• Ability to design and develop solutions that automate workflows and replace manual processes.
• Experience collaborating with IT, analytics, and application development teams.
• Strong communication skills and ability to work closely with operations-focused stakeholders.
