City Manager, Bay City MI
The City of Bay City (population 32,661) is a historic and vibrant riverfront community located in Michigan’s Great Lakes Bay Region. Situated near the Saginaw River, Saginaw Bay and Lake Huron, Bay City offers a unique blend of historic charm, waterfront amenities, strong neighborhoods, and ongoing economic development activity. The community is known for its downtown, lively events, riverfront setting, historic architecture, parks, and strong sense of community. Bay City operates under a Commission-Manager form of government. Policy-making authority is vested in the City Commission, which consists of nine (9) commissioners elected by ward and a mayor elected at large on a nonpartisan ballot. The City Manager is appointed by the City Commission serves as the Chief Administrative Officer of the City. The next Bay City Manager will have an opportunity to work with dedicated elected officials and talented employees across a wide range of municipal services. Bay City’s General Fund budget is approximately $28 million, and its total all-fund budget is about $186 million. As a full-service community, including management of water, sewer, and electric utilities, Bay City offers the next City Manager the opportunity to lead a diverse and dynamic municipal organization. The City has 297 full-time employees, 3 crossing guards, and 2 inspectors. Most of the employees are represented by one of eight (8) labor unions. The City is seeking a leader who can work effectively with the elected officials, support and recruit talented staff, and help guide Bay City’s continued economic and community progress. A successful Manager will prioritize clear internal and external communication. The ideal candidate will bring exceptional management ability, strong financial skills, and experience in community relations and public engagement. Candidate Minimum Qualifications (from The City Charter) The City Manager shall hold no less than a bachelor's degree from an accredited institution or five (5) years of municipal executive experience. The wage range is $165,000 - $185,000, based on qualifications and experience (DOQE). Bay City offers a comprehensive benefits package. Bay City is an Equal Opportunity Employer.
