Duties Description - Implement and operate Veterans Services Clinics on SUNY and CUNY campuses across New York State.- Provide assistance to those Veteran students in resources for tutoring, support, and community involvement.- Create and maintain individualized programs, one-on-one appointments to address and meet their specific needs to ensure proper educational opportunities.- Provide aid to maximize tuition assistance programs available, filings to receive their G.I. Bill benefits in a timely manner, and other educational financial assistance benefits available to maximize their academic success.- Serve as the primary liaison between DVS and the Student Veteran Coordinators of the campuses within the assigned region. - Serve as the primary liaison between DVS and the Student Veterans Association (if applicable) on the campuses within the assigned region. - Assist, advise, and advocate for veterans as well as their families and survivors on a variety of topics and concerns relating to their rights and benefits. Topics include but are not limited to educational training, military law, employment and reemployment, health, medical, and rehabilitation services and facilities, and the provisions of laws relating to veterans' rights and privileges.- Conduct and participate in other outreach related activities and events as assigned- Perform other duties and special projects as required.
Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS)* and applicants must meet the following minimum qualifications to be considered for this position:Required Service: Two years of active military duty in the Armed Forces of the United States and an honorable discharge or under conditions in the NYS Restoration of Honor Act. Required experience: Three years of experience in employment counseling, military career counseling, military recruiting, guidance counseling, employment interviewing, personnel administration, teaching, labor relations; or as a Veterans' Organization Service Officer; or in a governmental position responsible for: the explanation of benefit program and entitlement criteria to veterans and/or their families; the analysis of claims for veteran benefits; the preparation of rating decisions; and/or the direction and conduct of post-decisional hearings and processes appeals for veterans and/or their families.Substitutions: college credits may be substituted for up to two years for the required experience at the rate of 30 semester credit hours equaling one year of experience.ORCurrent New York State employee with one year or more of qualifying permanent service in a position allocated to a Grade 16 or above and eligible for transfer under Section 70.1 of the Civil Service Law.NOTE: IN ORDER TO AWARD THE PROPER CREDIT FOR WORK EXPERIENCE, RESUMES MUST INCLUDE MONTH AND YEAR FOR START AND END DATES. IF ANY OF THIS EXPERIENCE IS LESS THAN FULL TIME YOU MUST INDICATE THE AVERAGE NUMBER OF HOURS WORKED PER WEEK.
Additional Comments NOTE- Travel may be required (approximately 50%), including during evening and weekends, depending on mission and assignment. - Possession and maintenance of a valid Driver's License issued by the NYS Department of Motor Vehicle is required or otherwise demonstrate the capacity to meet the transportation needs of the job. Notes:*There is no examination required for appointment to a NY HELPS position. Candidates hired via NY HELPS will be appointed on a permanent non-competitive basis and will begin a probationary period.At a future date (within one year of permanent appointment), it is expected that NY HELPS employees will have their non-competitive employment status converted to competitive status, without having to take an exam. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State.
