Under the direction of the Director of Business and Operations, this position manages the general accounting functions of the district.
ESSENTIAL JOB FUNCTIONS :
- Provides for the orderly collection and dissemination of school business information
- Provides for the collection, protection and legally judicious use of all school district funds
- Performs accounting functions and maintains accounting records for all district funds, including posting of journal entries
- Communicates use of proper accounting codes to district staff
- Assists the Director of Business and Finance with aspects of the budget process for all funds
- Meets regularly with administrators and department leaders to collaboratively monitor all local, state, and federal grants, including involvement in budget development and grant close out
- Assists in the preparation and review of all federally titled budgets, other grants and accounts to ensure compliance with all legal and program requirements.
- Develop, publish and communicate processes and procedures for fiscal grants management.
- Maintain and monitor state and federal grant fiscal documents for all district grant funded programs
- Plan, present and prepare training for grant funded staff and administrators in collaboration with district administration.
- Prepares grant drawdowns and final expenditure reports
- Manages AS400 general ledger system security and account number generation in accordance with Michigan Public School Accounting Manual (1022)
- Prepares or oversees the preparation of various reports related to Medicaid billing, special education, transportation, and state/federal programs.
- Works collaboratively with payroll and human resources personnel to reconcile wages, taxes, and fringe benefits
- Coordinates and oversees the timely preparation and submission of district financial statements, single audit, and FID
- Prepares monthly financial reports for administration and the Board of Education
- Ensures proper collection and reconciliation of tax levies
- Reconciles bank statements and performs month-end and year-end close
- Maintains fixed asset records and prepares year-end fixed asset schedules
- Assists with implementation of board policies and internal controls and oversees annual updates to the business office procedures manual
- Ensures compliance with financial components of transparency information on the district website
- Meets deadlines and adheres to specific time constraints
- Performs other tasks assigned by the Director of Business and Finance
QUALIFICATIONS:
- BA or BS degree in Accounting or Finance or equivalent required; CPA license preferred
- Minimum of five years of successful professional experience in an accounting function; school district experience preferred
- Michigan School Business Officials Business Office Manager and/or Business Office Specialist certification preferred, or willing to obtain.
- Demonstrated experience with grants management
- Ability to lead and motivate employees individually and as a team
- Proficiency in the use of spreadsheets and databases, and previous reporting writing experience required; AS400 experience preferred
- Ability to work independently and make decisions in accordance with established policies and regulations
- Strong knowledge of GAAP and governmental accounting, Michigan Public School Accounting Manual (1022), K- 12 governmental accounting and compliance regulations
- Ability to explain and communicate effectively, verbally and in writing
- Strong organizational and time management skills
- Demonstrated ability to work as a collaborative team member and ability to establish positive working relationships with others
- Possess a high degree of honesty, integrity, character and the ability to maintain confidentiality
