Job Overview

We are seeking an experienced and strategic Project Manager 3 to lead large-scale, high-visibility enterprise projects and programs within a complex organizational environment. The ideal candidate will provide leadership, accountability, governance, and oversight for mission-critical initiatives involving executive stakeholders, vendors, cross-functional teams, and enterprise systems integration. This role requires strong expertise in project management methodologies, stakeholder communication, risk management, and strategic planning.

Job Title: Project Manager

Location: Lansing, Michigan (Hybrid - 2 days a week onsite)

Duration: Long-Term Contract

Key Responsibilities

• Lead and manage large strategic projects and programs with executive-level visibility and organizational impact
• Serve as the primary liaison between executive leadership, stakeholders, vendors, and project teams
• Dedicate 15-20% of time to executive communication, sponsor meetings, stakeholder alignment, and project health reporting
• Develop and maintain project plans, schedules, budgets, resource allocations, and risk mitigation strategies

• Ensure adherence to the Client SUITE Project Management Methodology and agency prioritization standards

• Monitor project scope, cost, quality, schedule, and deliverables throughout the project lifecycle
• Coordinate and direct day-to-day project activities, team tasks, and milestone execution
• Escalate project risks, issues, and dependencies to leadership as necessary
• Facilitate collaboration across multiple teams, vendors, and business units
• Conduct planning sessions, training workshops, status meetings, and stakeholder presentations
• Support long-term release planning and strategic roadmap execution
• Perform quality assurance and project control activities to ensure successful project outcomes
• Contribute to departmental operational goals and continuous improvement initiatives

Required Qualifications

• 5+ years of experience working within matrixed team environments
• 5+ years of experience resolving complex conflicts and competing priorities
• 5+ years of experience applying project management methodologies and best practices
• 5+ years of experience with system development lifecycle (SDLC) methodologies
• 5+ years of experience with data infrastructure concepts and data governance principles
• 5+ years of experience working with information systems, hardware/software concepts, and data communications
• Strong experience in stakeholder communication, relationship management, and consensus building
• Demonstrated ability to analyze complex problems and implement effective solutions
• Experience conducting training sessions, workshops, and cross-functional meetings
• Excellent verbal, written, organizational, and leadership skills

Preferred Qualifications

• Previous experience working in government or public sector environments
• Experience serving in multiple leadership roles such as Project Manager, Program Manager, or Project Coordinator
• PMP certification or equivalent project management certification preferred
• Experience managing large enterprise-level IT initiatives with multiple stakeholders and vendors

Education

Bachelor’s degree in Information Technology, Computer Science, Business Administration, or related field preferred.
