The Nuclear Construction Fitness-for-Duty (FFD) Collector is responsible for administering, coordinating, documenting, and safeguarding all Fitness-for-Duty (FFD) specimen collections and related program activities in support of NRC-regulated nuclear construction projects. This position ensures that all drug and alcohol testing activities are performed in accordance with 10 CFR Part 26, applicable provisions of 10 CFR Part 73, NEI 06-06, NEI 03-01, site implementing procedures, and licensee program requirements.
The FFD Collector serves as a key member of the Access Authorization and Fitness-for-Duty organization by protecting the integrity of the testing process, maintaining strict chain-of-custody controls, safeguarding protected information, and supporting the overall objective of ensuring that only individuals who are fit for duty are granted or maintain access to the nuclear construction site.
This position requires the highest standards of professionalism, integrity, impartiality, confidentiality, and regulatory compliance while supporting a safety-conscious work environment.

Responsibilities

  • Administer, coordinate, document, and safeguard all Fitness-for-Duty (FFD) specimen collections and related program activities in support of NRC-regulated nuclear construction projects.
  • Ensure all drug and alcohol testing activities are performed in accordance with 10 CFR Part 26, applicable provisions of 10 CFR Part 73, NEI 06-06, NEI 03-01, site procedures, and licensee requirements.
  • Perform collections utilizing approved methodologies including urine drug testing, breath alcohol testing with Evidential Breath Testing (EBT) devices, Alcohol Screening Devices (ASD), oral fluid collections (when authorized), and other NRC-approved methods.
  • Maintain regulatory compliance by adhering to NRC and licensee policies, ensuring chain-of-custody, confidentiality, and proper documentation of all collection activities.
  • Manage collection integrity and chain of custody, verifying donor identity, maintaining specimen privacy, monitoring sample validity, preventing adulteration, and documenting any irregularities.
  • Independently manage and document collection situations requiring additional controls such as shy bladder/lung procedures, insufficient specimen volume, refusals, tampering, adulteration, substitution, dilution, or invalid collections.
  • Maintain complete, accurate, and audit-ready records including custody forms, chain-of-custody documentation, logs, shipping records, and testing reports.
  • Operate, inspect, and maintain Fitness-for-Duty equipment such as Evidential Breath Testing devices, ASD, specimen collection supplies, and temperature monitoring tools.
  • Conduct regular inspections, calibrations, preventive maintenance, inventory management, troubleshooting, and supply ordering for all related equipment.
  • Support the Fitness-for-Duty Program through training newly qualified collectors, conducting demonstrations, preparing proficiency specimens, and supporting requalification activities.
  • Participate in program assessments, audits, and industry best practices to ensure ongoing compliance and process improvement.
  • Support other nuclear construction activities such as procedure reviews, recordkeeping, and administrative duties as workload dictates.
  • Protect all Fitness-for-Duty and Access Authorization information by maintaining confidentiality in accordance with NRC and company policies.
  • Follow all security, confidentiality, and information protection protocols including PII, cybersecurity, and licensee information requirements.
  • Manage drug and alcohol testing records, personnel files, and PII securely, ensuring proper documentation and storage.
  • Complete daily operational inspections, calibrations, preventive maintenance, inventory control, troubleshooting, and equipment supply management.
  • Assist the Fitness-for-Duty Program by training staff, conducting proficiency tests, and supporting qualification and requalification activities.
  • Perform other duties as needed to support nuclear construction operations and site safety.

Requirements

  • High School Diploma or GED required; Associate degree or Bachelor's degree preferred.
  • Successfully complete NRC-compliant Fitness-for-Duty Collector qualification training.
  • Knowledge of 10 CFR Part 26, NEI 06-06, NEI 03-01, chain-of-custody procedures, drug and alcohol testing protocols, and collection procedures.
  • Ability to obtain and maintain Nuclear Construction site access authorization.
  • Ability to pass background investigations and psychological reviews.
  • Maintain collector qualification through continuing education and proficiency requirements.
  • Thorough understanding of NRC Fitness-for-Duty requirements and nuclear access programs.
  • Strong specimen collection skills, attention to detail, and regulatory compliance awareness.
  • Excellent communication, organizational, and documentation skills.
  • Ability to work independently with minimal supervision and maintain impartiality.
  • Strong interpersonal and customer service skills; high level of integrity and professionalism.
  • Proficiency with electronic recordkeeping systems and Microsoft Office suite.
