Introduction: Employee is responsible for customer satisfaction and overall project management of multiple design and construction projects, including the design and construction of projects, renovation of government space within existing buildings and modifications to ongoing projects. Assigned projects are primarily those estimated at over the prospective level.
Major Duties: Responsible for overall management of construction projects from the preliminary planning stage through design, construction, commissioning, and building occupancy. Duties encompass broad managerial responsibilities such as planning, organizing, controlling, coordinating, reviewing, and recommending approval for design, construction, project progress evaluations, invoice verification and related work. The project manager is responsible for establishing a scope of work with a customer, preparing an independent government estimate using the government’s estimating software, managing a project schedule, and for procuring services, with a government contracting specialist, from contractors and architect/engineering (A/E) firms. Must be able to generate accurate and concise Project Management Plans, establish and track project milestones and timelines. Provide technical expertise as it relates to project governing codes, life safety, site workmanship quality, quality assurance, sustainability and environmental regulations.
Employee acts as the “on-site” project manager or inspector for projects and performs day-to-day construction and inspection duties. Employee is also responsible for resolving complex problems or conflicts the may impede progress, and for assuring that contractors and agency staff work effectively and effectively toward timely completion of projects within an established budget.
Employee has to demonstrate the ability to work successfully in a dynamic team environment and consistently support the other team members; Contracting Specialist, Contracting Officer, Program Analyst and Program Manager. Equally the employee is required to interface well with external customer professionals.
Employee may be required to travel in conjunction with project site visits and progress reviews at project locations or to attend national, regional, and local conferences, seminars, and meetings.
Minimum Qualifications: Bachelor of Science in Construction Management, Engineering or a related field and/or ten (10) years of experience in design and management of construction projects. Masters in a related field is desired. This position requires knowledge of and skills sufficient to direct the application of the latest developments in building design and construction and in solving problems not readily treated by accepted methods. This position also requires extensive knowledge of project management; architecture and engineering concepts, principles, and practices; and the ability to read, analyze and interpret construction documents, prepare construction schedules, prepare construction cost estimates, and write clear scopes of work and specifications.
Good interpersonal skills are required when working with a diverse team consisting of the customer, acquisition, contractor, financial manager, and other stakeholders. The project manager is responsible for ensuring that the team members and stakeholders participate efficiently and effectively to achieve the common goal of completing a successful construction project. On scope, on schedule, on budget.
