POSITION SUMMARY:

The Behavioral Health Manager, under the direction of the Health Director, will be the primary administrator of the Behavioral Health Program including planning, development, and implementation of the Behavioral Health Program and Substance Abuse Program. The Behavioral Health Manager is responsible for the management of the Behavioral Health Program and Substance Abuse Program and to ensure that the programs are in compliance with the applicable licensing rules, accreditation standards, and federal, state, or tribal laws. The position will ensure the program meets its programmatic, contractual, and fiduciary commitments; The Manager will be responsible to develop or assist in the development of program procedures and service policies.

ESSENTIAL FUNCTIONS: (includes, but is not limited to, the following)

  • Administrative management of the behavioral health program
  • JDE/Kronos Time/Employees' PTO requests/Employees' schedule etc.
  • Ensure the program is in compliance with applicable licensing rules, accreditation standards, and federal state, or tribal laws.
  • Manage and develop contractual commitments (fiscal management) with referral sources and stakeholder agencies
  • Complete and manage budgets
  • Grants writing and grants management
  • Ensure adequate programmatic data is collected, analyzed, and presented as necessary.
  • Responsible to develop or assist in the development and distribution of Behavioral Health Program and Substance Abuse Program procedures and service policies
  • Provision of (data-based) needs identification of the service population, staff development needs and assist in determining the direction to be taken for improved service and professional staff development and delivery
  • Space planning for program facilities.
  • Involvement program planning, development, and implementation of the Mental Health Program or Substance Abuse Program.
  • Any Special projects or new initiatives promotion and integration of the Anishnaabe traditional health in the Behavioral Health program.
  • Develop and implement mechanisms to solicit significant and meaningful commitment and consumer input to the program policy, procedure, and services.
  • Attend a variety of meetings with staff, administration, management, Board of Directors, and other tribal programs and outside agencies
  • Develop, maintain and participate in quality improvement activities and ensure that staff is likewise participating.

  • Development of measurable annual goals
  • Public speaking at events
  • Education to community groups and committees
  • All other job-related duties as assigned.

Immediate peers, peers in other departments, immediate supervisor/manager, managers in other departments, Directors, Executives, Board of Directors, customers, and outside vendors/service providers.

PHYSICAL REQUIREMENTS:

Position includes lifting a maximum of 20 pounds. Physical factors include must be able to frequently remain in a stationary position and type; occasionally be able to move inside various facilities and office settings, be able to distinguish verbal communications and exchange information, be able to distinguish, perceive, judge, and inspect, or observe details at close and far range, be able to lift, push, pull and carry items up to 20 pounds. Working conditions include occasional exposure to extreme heat/cold, wet/humidity, noise, and air quality. Potential hazards include constant patient/client contact; frequent computer use; and occasional exposure to chemicals, equipment and infectious exposure.

REQUIREMENTS:

Education: Master’s degree in human services field (psychology, sociology, human services), Health related field preferred; Business Management degree or Public Health Management; five years demonstrated relevant work experience may be substituted for education.

Experience: Five years of experience in the management of Behavioral Health program(s) required. A minimum of 5 years of supervisory experience is required.

Certification/License: State of Michigan license in Social Work (LBSW or LMSW), Professional Counseling (LPC) or Limited Licensed Psychologist (LLP) preferred. Certification as an addiction counselor (CAAC, CAC-R, CAC-M) preferred. Will be required to undergo and successfully pass a background check. Must maintain a good moral character standing. Must have a valid driver’s license and be insurable by the Sault Tribe Insurance Department. Must comply with annual driver’s license review and insurability standards with the Sault Tribe Insurance Department. Will be required to complete and pass pre-employment drug testing.

Knowledge, Skills, and Abilities: Must have an interest and commitment to healthcare for underserved groups . Must have working knowledge and ability to use word processing and spreadsheet and database software. Must have working knowledge and be able to use office machines, such as calculator, copier, fax, printer, and computer. Must have a working knowledge of typical office operations. Must be able to write reports, proposals, budgets, and related correspondence in a clear and concise manner. Must have excellent communication skills and be able to communicate clearly both verbally and in writing. Must have strong data analytics skills. Must be able to establish and maintain an effective working relationship with supervisory personnel, coworkers, and the general public. Must have excellent organization skills; organizing work, prioritizing tasks, and managing time. Must be able to prepare and present information to a variety of audiences. Must be able to work with minimal to no supervision. Knowledge of HIPAA and confidentiality standards and regulations is required. Must be able to work a flexible schedule. Native American preferred.
