JOB SUMMARY:
The Public Service Worker I position performs a variety of tasks directly related to the repair, upkeep and maintenance of Township-owned properties and facilities. For this position in particular, you will be assigned to the Police Department and serve as the building's caretaker and janitor. This position requires physical strength and coordination for manual labor; the ability to follow instructions; advanced knowledge and experience in the areas of maintenance, repair, construction, fabrication, installation, inspection and service.
ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:
Performs and completes daily work assignments, communicates any changes or issues to task, generate and/or complete work orders to the Assistant Director/designee; documents findings and results.
Assesses repair needs, including evaluating and determining whether professional assistance or further instruction is needed to complete task/repair and communicates such to the Assistant Director/designee.
Operates Non-CDL & CDL equipment.
Operates heavy equipment, including, but not limited to, loaders, backhoe, dump trucks and chipper; pulls trailers.
Performs ice and snow control activities, such as shoveling, plowing and manually applying salt at Township properties.
Responds to and troubleshoots work requests/work orders for all building and grounds needs; prioritizes these requests, obtains necessary materials and equipment to complete work order; communicates project/task status and results to the Assistant Director of Facilities & Operations/designee, as directed.
Meets and assists with vendors, service workers and/or contractors, independently; assists in fact-finding, problem-solving and resolution of task, as directed.
Maintains accurate work records, time sheets, and other forms of data.
ESSENTIAL FUNCTIONS AND RESPONSIBILITIES (continued):
Observes and assists with corrective and preventative maintenance and/or repair of equipment.
Maintains, and ensures, a safe and secure work environment throughout Township buildings and properties by following all MiOSHA and Township safety protocols and procedures.
On call availability for weekly rotations, emergencies, and special events.
Demonstrates a full understanding of applicable Township policies, procedures and work methods associated with assigned duties.
Responds to Township employee and resident concerns and complaints.
Maintains an inventory of materials, tools, and supplies for jobs, tasks, and/or projects; requests supplies as needed, and required.
Performs other duties as assigned.
QUALIFICATIONS (Education and Experience):
REQUIRED:
A minimum of five (5) years of relevant work experience in construction, facilities and operations, Public Services department, or directly related department/field.
Written documentation from the Director and/or Assistant Director* of recommendation, in addition to successful completion of a practical assessment administered by the Director, Assistant Director and/or Human Resources department verifying candidate capabilities in the following:
- Operating a backhoe with skill and competency, while adhering to all safety protocols.
- Complete knowledge of emergency building system operations, including, but not limited to, emergency controls, RTU's, shut-offs, breakers, etc.
*In the case of outside candidates, the origin of the written documentation will be determined by Human Resources.
Possession of a High School Diploma or a certificate of successful completion of the General Educational Development (GED) Test.
Possession of a valid State of Michigan Commercial driver's license, Class B, with Air Brake Endorsement
and an operable insured automobile for authorized travel.
QUALIFICATIONS (Education and Experience) (continued):
PREFERRED:
Related trade school certificate(s) or Associate Degree in construction, facilities management, or a directly related field from an accredited college or university and five (5) years' relevant experience in the last seven (7) years.
Experience in construction HVAC, electrical, plumbing, fleet, and building & grounds maintenance.
Experience with, and comprehension of, blue prints, and plans.
SKILLS AND SPECIFICATIONS:
Knowledge of practices, tools, equipment, and terminology used in all construction trades.
Knowledge of computer applications, such as Microsoft Word, Excel, Project, and various work order software systems such as BS&A and eMaint.
Ability to take measurements, read, and draft plans or sketches; read, comprehend and interpret maps, plans.
Ability to read, understand and accurately record data from gauges, scales, and meters.
Ability to follow verbal and written directions.
Ability to withstand heavy labor for extended periods.
Ability to properly utilize equipment, hand-tools, and power-tools, following all safety procedures and protocols.
Ability to be on-call for emergencies and projects, and the ability to be flexible regarding performing duties as assigned, and to work extended hours, as necessary.
Ability to establish and maintain effective working relationships with employees, contractors, administrators and the public.
Ability to conduct oneself with tact and courtesy.
Ability to work independently, and set appropriate work priorities.
Ability to use sound judgement, and make decisions based on established Township and department guidelines, policies and procedures.
PHYSICAL ABILITIES AND WORK ENVIRONMENT:
While performing the duties of this job, the employee frequently works near or on moving mechanical equipment.
Regularly drives a motor vehicle and/or maintenance equipment.
Performs work in various field conditions including, but not limited to, unpaved sites, dust, mud, as well as various environmental working conditions, including extreme temperatures, or inclement weather (e.g. heat, cold, wind, rain, humidity).
Ability to exert, lift, pull, push, and/or move materials and equipment up to eighty (80) lbs. occasionally, and up to fifty pounds (50 lbs.) regularly, following appropriate safety procedures.
Performs regular functions while walking, standing and reaching for extended periods of time; work duties demand a full range of mobility in upper and lower body, wrist, hands and fingers.
Performs work in various positions, including but not limited to stooping, balancing, climbing, bending, sitting, kneeling, squatting for extended periods of time, on a regular basis.
Seeing (vision), talking/speaking, and listening/hearing are required.
