Blue Chip Talent , in partnership with a public sector organization, is seeking a skilled Procurement Contracts & Sourcing Leader (Government Funded Bonding) . This role is responsible for leading procurement activities across capital projects, managing competitive bidding processes, and ensuring compliance with public procurement regulations. The position plays a key role in vendor sourcing, contract oversight, and cost optimization for infrastructure-related initiatives.

Job Duties

• Lead procurement meetings including pre-bid conferences, bid openings, award discussions, and negotiation sessions
• Issue and manage Invitations to Bid (ITB) and Requests for Quotes (RFQ) for goods and construction projects
• Evaluate supplier bids for pricing, compliance, lead time, and alignment with scope of work
• Process procurement requisitions exceeding established thresholds in accordance with policy
• Generate and manage purchase orders for awarded vendors and contractors
• Conduct site visits and coordinate with stakeholders throughout the solicitation process
• Maintain procurement records including vendor data, pricing history, and bid documentation
• Monitor contract performance and ensure adherence to terms, specifications, and schedules
• Resolve vendor performance issues related to defective goods or services
• Support responses to public records requests and procurement-related inquiries
• Identify cost-saving opportunities and recommend process improvements across sourcing activities

Skills & Experience Required

• Bachelor’s degree in Business Administration, Supply Chain, Public Administration, or related field
• 10+ years of experience in purchasing, procurement, or contract administration
• Knowledge of public procurement laws, regulations, and competitive bidding processes
• Experience issuing RFQs, ITBs, and managing bid evaluations
• Proficiency in Microsoft Office (Excel, Word) and procurement or ERP systems
• Ability to analyze vendor pricing, contracts, and technical specifications
• Experience managing procurement records and documentation for compliance

Desired

• Experience supporting construction, infrastructure, or capital improvement projects
• Knowledge of bond-funded project procurement (e.g., bid, performance, payment bonds)
• Familiarity with government budgeting and procurement cycles
• Experience evaluating contract compliance and vendor performance metrics
• Exposure to public sector procurement audits or FOIA/public records processes
• Experience sourcing vendors for large-scale or multi-phase projects
