Salary: $29.46 - $34.15

The Marquette City Police Department is accepting applications to fill the position of Patrol Officer. The City offers a competitive salary with an excellent benefit package. Officers with experience may receive higher starting pay and qualify for ACT 88 reciprocal pension benefits. For a limited time, new Officers will receive a $10,000 bonus on their first paycheck. Holiday pay, uniform allowance and college education incentive are some of the highlights included in the benefits package. Applicants must be MCOLES certified or certifiable and licensed to operate a vehicle in the State of Michigan. Must be available to work evening and weekend hours. Must provide three references. REPORTS TO: Shift Lieutenant

JOB CLASS CODE: Non-Exempt

POSITION SUMMARY

General duty police work in the prevention of crime and the enforcement of state laws as well as local ordinances. Persons in this position shall be responsible for maintaining the quality of life for all Marquette residents, businesses, and guests. This will be accomplished by patrolling an assigned area on foot, in a patrol vehicle or on a bicycle, to prevent crime or disturbances of the peace and arrest violators.

SUPERVISION

Works under the general guidance and direction of the shift Lieutenant and the direct supervision of the shift Sergeant, Corporal or senior officer; including additional supervision and direction through the chain of command from other positions of rank.

ESSENTIAL DUTIES

An employee in this position may be called upon to do any or all of the following:


  • Regularly patrol assigned streets and roadways to observe traffic for violators of traffic laws and ordinances; report to the scene of accidents, render first aid, direct and reroute traffic, and investigate causes and results of accidents; issue tickets to traffic violators.

  • Regularly respond to a variety of citizen complaints such as break-ins, robberies, vandalism, domestic quarrels, and assault; assist complainants and conduct preliminary investigation by interviewing victims and witnesses, gathering evidence, and preparing an investigation report.

  • Enforce the laws of the State of Michigan and ordinances of the City of Marquette.

  • Follow-up on preliminary investigations of routine complaints and assist in the investigation of major cases.

  • Serve subpoenas, warrants, and other legal documents. Appear in court as necessary to testify on investigated cases.

  • Load, unload, aim, and fire handguns, rifles, and other agency firearms from a variety of body positions in situations that justify the use of deadly force while maintaining emotional control under extreme stress.

  • Assist in controlling large crowds and in quelling civil disturbances by disbursement tactics, directing traffic, guarding crowd boundaries, and following orders in situations dictated by superior officer.

  • Conduct searches for lost persons, runaways, walkaways, and deliver emergency messages.

  • Check buildings, parks, schools, and other sites after normal hours to assure proper security.

  • Prepare and file daily activity report with superior officer. May serve as desk officer, answering telephone, dispatching to patrol units, assisting citizens with bicycle registrations and copies of accident reports.

  • Use a variety of equipment and materials such as first aid kit, narcotic field kit, fingerprint kit, run law enforcement information network computer and department computer, take breath test on suspected drunk drivers with preliminary breath tester, operate radar equipment, and be responsible for maintenance of patrol cars.

  • Assist other departments in case of emergencies, i.e. E.M.S., Fire Dept., etc.

  • Communicate verbally and effectively by listening to people and by giving information, directions, and commands.

  • Exercise independent judgment within legal guidelines to determine when there is reasonable suspicion to detain, when probable cause exists to search and arrest, when force may be used and to what degree.

  • Perform law enforcement patrol functions while working ten-hour shifts and unanticipated overtime.

  • Attend and participate in trainings as assigned or requested to stay abreast on current case law, innovations and new trends related to duties and responsibilities.

  • Adhere to policies, procedures, and programs within the Police Department both orally and in writing.

  • Proofread and edit a variety of documents.

  • Exhibit high attention to detail and take adequate time to review tasks before proceeding.

  • Read and comprehend rules, regulations, policies, procedures, and laws/ordinances for purpose of ensuring appropriate officer behavior/response and performing enforcement activities involving the public.

  • Demonstrate a commitment to treat every contact as an opportunity to build public trust.

  • Further the mission, vision, and values of the City through excellent customer service, creative problem solving, decision making and stewardship of City resources.

  • Initiate and suggest actions to improve departmental and City operations, employee performance, morale, and work methods, including suggestions, advice and support to supervisor, department head, other City employees.

  • Provide teaching, mentoring and motivation to other employees within the organization through the sharing of knowledge, skills and information; remain proactive in performing and improving his/her own work and suggest and participate in projects and activities to improve the function of the entire organization.

  • Engage in possible recruitment of talented individuals for all positions in the organization; this includes awareness of open positions and the hiring process, as well as encouraging talented individuals to apply.

MINIMUM QUALIFICATIONS REQUIRED

An employee in this position, upon appointment, should have the equivalent of the following training and experience:


  • Graduation from an accredited high school.

  • Certified or certifiable as a police officer by Michigan Commission on Law Enforcement Standards.

  • Thorough knowledge of law enforcement techniques and the use and operation of a wide variety of law enforcement equipment and apparatus.

  • Thorough knowledge of the laws, rules, and regulations of law enforcement.

  • Ability to use computers.

  • Skill in establishing and maintaining effective working relationships with public officials, coworkers, and the public.

  • A license to operate a vehicle in the State of Michigan is required.

PHYSICAL DEMANDS


  • Lift 50 lbs maximum with frequent lifting and/or carrying of objects weighing up to 25 lbs.

  • Conduct searches of buildings and large outdoor areas which may involve walking and/or standing for long periods of time and which require the ability to distinguish color and perceive shapes under a variety of light conditions.

  • Enter and exit vehicles quickly to perform rescue operations, pursue a suspect, or answer an emergency call.

  • Communicate effectively over law enforcement radio channels while initiating and responding to radio communications, often under adverse conditions such as siren usage and high-speed vehicle operations.

  • Occasional bending, twisting, squatting, climbing, reaching, and grappling.

  • Ability to distinguish sounds at various frequencies and volumes.

  • Climb over obstacles, climb thru openings, jump from elevated surfaces, jump over obstacles, crawl in confined areas to search and investigate, rescue, or effect an arrest, forcibly if necessary, using handcuffs or other restraints.

  • Dispatch wild animals, when necessary, if called upon to do so.

  • Must be capable of using hands/feet for repetitive single grasping, pushing, pulling and operating controls.

  • Ability to withstand temperature and noise changes in the work environment.
