Senior Engagement Owner, IC3L
Join a high-impact Agile team supporting one of the nation's largest electronic healthcare modernization programs. We are seeking an experienced and dynamic Agile Scrum Master to join our Federal Learning Design team. This role is pivotal in supporting a large-scale Federal electronic healthcare program by driving the Agile framework, ensuring smooth delivery of complex high-quality learning products, and fostering a culture of collaboration and continuous improvement. The Scrum Master will act as a collaborative guide and facilitator for an Agile team responsible for creating cutting-edge training solutions, including instructor-led materials, eLearning courses, digital media, and learning asset conversions using established standards and tools to ensure deliverables meet client needs and organizational standards.
Key Responsibilities

Facilitate all agile ceremonies, including sprint planning, daily huddles, sprint reviews, and retrospectives.

Collaborate with the Product Owner to ensure the backlog is groomed and prioritized, aligning with team and organizational goals.

Remove impediments and shield the team from distractions, enabling them to focus on delivering high-quality content.

Monitor team performance and sprint progress, leveraging metrics to guide continuous improvement.

Coach team members on Agile principles and practices, fostering a culture of accountability and collaboration.

Partner with production managers, instructional designers and developers, subject matter experts, and Document Quality Analysts to ensure deliverables meet client needs and organizational standards.

Identify and implement strategies for optimizing workflows and resource allocation within the Agile framework.

Serve as a liaison between the Agile team and key stakeholders, ensuring transparency and alignment on project goals.

Proficient in using agile tools such as Jira, Azure DevOps, or Trello to support workflows and standard operating procedures.
Qualifications
-
Bachelor's degree in Business, Education, Instructional Design, Information Technology, or a related field (Master's preferred).

At least 6 years of combined related work experience and completed higher education, including: 3 years as a Scrum Master in an agile environment, preferably supporting learning solutions programs or health care information technology (HCIT) with a major healthcare organization or large-scale IT transformation project.

Certified Scrum Master (CSM), PMI Agile Certified Practitioner (PMI-ACP), or equivalent required.

Experience in learning development or content design highly preferred.

Knowledge of healthcare systems and EHR training content is a plus.

Must be U.S. citizen and be able to obtain a Public Trust clearance.
Responsibilities
Creates and manages an overall project plan (including budget, structure, schedule, and staffing needs) for one or more Oracle engagements. Monitors and reports progress/changes against the plan. Drives implementation by providing motivation and direction.

US: Hiring Range in USD from: $70,600 to $141,200 per annum. May be eligible for bonus and equity.
Oracle maintains broad salary ranges for its roles in order to account for variations in knowledge, skills, experience, market conditions and locations, as well as reflect Oracle's differing products, industries and lines of business.
Candidates are typically placed into the range based on the preceding factors as well as internal peer equity.

Paid time off: Flexible Vacation is provided to all eligible employees assigned to a salaried (non-overtime eligible) position. Accrued Vacation is provided to all other employees eligible for vacation benefits. For employees working at least 35 hours per week, the vacation accrual rate is 13 days annually for the first three years of employment and 18 days annually for subsequent years of employment. Vacation accrual is prorated for employees working between 20 and 34 hours per week. Employees working fewer than 20 hours per week are not eligible for vacation.

Paid sick leave: 72 hours of paid sick leave upon date of hire. Refreshes each calendar year. Unused balance will carry over each year up to a maximum cap of 112 hours.
