Position Summary
The Pipeline Right of Way Agent is the essential link between Halo’s clients and the communities where projects come to life. This role supports active pipeline acquisition efforts across Washington County, Pennsylvania and Butler County, Pennsylvania, working directly with landowners to secure the land rights needed for pipeline construction, replacement, integrity, or maintenance projects.
You will lead landowner engagement for permanent and temporary rights, including easements, temporary workspace, access and road use agreements, and restoration commitments.
Responsibilities include negotiating terms within delegated authority, coordinating with internal and client stakeholders, and ensuring documentation is accurate, complete, and submitted on time. You represent Halo in the field, build trust with property owners, and help keep pipeline schedules moving safely and efficiently.
The ideal candidate is organized, accountable, resourceful, and comfortable working independently while staying connected to the broader team.
Key Responsibilities
Pipeline Landowner Engagement and Negotiation
- Contact and build rapport with landowners across assigned pipeline tracts using phone, email, letters, and in person visits
- Explain pipeline easement terms clearly, including permanent right of way width, temporary workspace, access, road use, and restoration expectations
- Address common pipeline specific concerns such as safety, crop and timber impacts, drainage, fencing, livestock, hunting, and property value perception
- Negotiate agreements within authority, document concessions and special provisions accurately, and escalate unique terms or high sensitivity tracts early
- Support survey access, environmental fielding access, and pre construction notifications as required
- Participate in route walks, stakeouts, and site visits with client or project stakeholders as needed
Agreements, Exhibits, and Documentation
- Review and validate pipeline exhibits and alignment sheets for accuracy, including parcel boundaries, centerline, workspace limits, and access points
- Enter complete and current agent notes for every landowner interaction with accurate timestamps and clear next steps
- Maintain tract status, outreach logs, and agreement progress in Google Drive, project trackers, and spreadsheets
- Submit agreement request forms, payment packages, and closeout documentation correctly and on time
- Ensure all special provisions are captured cleanly, including restoration, access gates, topsoil segregation, drainage tile, timber valuation, and construction timing restrictions
- Track and support required signatures, notarizations, and recording steps where applicable
Cross Functional Collaboration
- Coordinate closely with Project Managers, Title, GIS, Environmental, Construction, and Admin teams to keep tracts moving
- Identify and escalate discrepancies in ownership, parcel data, alignment, or exhibit details early to prevent downstream delays
- Provide concise, factual updates for client calls and internal reporting on tract status, risks, and projected close dates
- Partner with Title as needed when ownership questions or curative items impact acquisition
Planning, Schedule, and Risk Management
- Maintain awareness of right of way clear dates, construction windows, and critical path tracts
- Organize daily and weekly work to balance outreach, negotiations, follow ups, in person meetings, and documentation
- Proactively communicate blockers such as non responsive owners, title issues, or landowner objections before they impact schedule
- Apply consistent follow up cadence to drive closures while maintaining respectful landowner relationships
What Success Looks Like
Milestones help ensure each agent is supported and developing as expected.
Within 30 Days
- Learn the client’s pipeline program requirements, agreement templates, and negotiation guardrails
- Gain access to tools and know where to locate SOPs, forms, and training resources
- Complete ride alongs or shadowing with experienced pipeline agents
- Begin outreach using the established cadence and documentation standards
- Submit at least one agreement package correctly with required exhibits and notes
- Enter notes consistently with accurate timestamps and clear next steps
- Build an initial tract list and prioritize outreach based on construction critical path with guidance
Within 90 Days
- Independently manage assigned tracts through negotiation and signature with appropriate oversight
- Maintain accurate tracker updates, clean notes, and reliable follow up cadence
- Use practical strategies to reduce no contact and move difficult tracts forward
- Confidently explain standard pipeline terms and restoration commitments to landowners
- Represent Halo professionally in route walks, stakeouts, and landowner meetings
Within 6 Months
- Operate largely self sufficiently, escalating only complex terms, high risk tracts, or title driven obstacles
- Consistently meet acquisition pace, quality standards, and reporting expectations
- Understand full pipeline project flow from pre survey through acquisition, construction support, and closeout
- Coordinate effectively with Title, GIS, Environmental, and Construction for access, constraints, and schedule alignment
Within 12 Months
- Fully fluent in all standard tools, trackers, billing processes, and reporting cycles
- Manage multiple spreads or project areas reliably while maintaining high quality documentation
- Serve as a trusted resource for newer agents on pipeline acquisition best practices
- Escalate only truly novel situations with clear options and recommended path forward

Required Qualifications
- Experience in pipeline right of way, land acquisition, or a closely related field based land role
- Demonstrated negotiation experience with landowners or stakeholders
- Strong written and verbal communication skills
- Strong organizational and technology abilities for trackers and documentation
- Comfort with field work, route walks, and property visits in Washington and Butler Counties
- Reliable transportation for tract visits
- Notary commission or ability to obtain
- Familiarity with easement agreements, plats, legal descriptions, and basic survey concepts, or strong ability to learn quickly
Preferred Qualifications
- Prior midstream pipeline acquisition experience, including integrity or replacement programs
- Experience supporting survey access and environmental access agreements
- Real estate license or active pursuit
- Experience coordinating restoration, damages, and special provisions
