DIRECTOR OF FINANCE AND PARK OPERATIONS
Starting Pay: $31.6419 Hourly ($65,815) After 1st Year: $33.4304 Hourly ($69,535) After 2nd Year: $35.3859 Hourly ($73,602) After 3rd Year: $37.3415 Hourly ($77,670) After 4th Year: $38.6514 Hourly ($80,395) After 5th Year: $40.0652 Hourly ($83,336) After 6th Year: $40.8653 Hourly ($85,000)
MINIMUM QUALIFICATIONS: Bachelor's degree in Accounting or Business Administration;
-AND-
Six (6) years' combined progressive experience in one or more of the following: parks and recreation, planning, governmental accounting or other related discipline;
-AND-
Two (2) years' experience with RecTrac recreation reservation software or similar reservation software.
SPECIAL REQUIREMENTS: Possession of a valid Michigan driver's license; Must be willing to work holidays, weekends and irregular hours.
GENERAL STATEMENT OF DUTIES: Highly responsible position overseeing operations and the finance division of the Genesee County Parks and Recreation Commission; manages the reservations division and assigned revenue generating facilities; oversees grant fund management and cash handling and audit policy compliance for all Parks divisions; supervises assigned staff; performs related duties as assigned.
STATEMENT OF TASKS:
- Manages all accounting functions for Parks;
- Develops and maintains budgets for all Parks funds and divisions;
- Oversees grant fund management and ensures compliance for Parks divisions;
- Manages the Finance operations of the Parks, including staff, payroll functions, cash operations, accounts payable, purchasing and related functions;
- Manages the Reservations division of the Parks, including daily operation, staff and reservation software and functions;
- Manages assigned revenue generating facilities, including operation, programming and staff;
- Develops and manages cash training and cash audit procedures;
- Prepares reports as required.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:
- Knowledge of parks and recreation functions and activities;
- Knowledge of general functions of local, state and federal government;
- Knowledge of County Purchasing Policy;
- Knowledge of municipal data and/or accounting software;
- Comprehensive knowledge of financial procedures with the ability to evaluate and update methods;
- Knowledge of governmental and cost accounting procedures and practices;
- Knowledge of federal, state and local grant requirements;
- Knowledge of reservations software applications;
- Ability to produce and evaluate financial reports;
- Ability to supervise full-time and seasonal staff;
- Ability to prepare and present complex oral and written reports;
- Ability to work effectively with government officials, department heads, employees and the public;
- Ability to exercise discretion and judgment in determining effective approaches to complex operations issues;
- Ability to work under stressful conditions;
- Ability to develop and maintain good working relationships;
- Ability to work independently, collaboratively and respectfully in a complex, multicultural work environment that values diversity, equity, and inclusion.
