The ACFS Director (Director), under the direction of the CEO, is responsible for the oversight and strategic management of ACFS, including a wide variety of difficult to complex administrative activities related to the planning, direction, policy development, grant and financial administration of the ACFS Division. The position ensures the effective and efficient delivery of programs and services, and ensures the execution of all policies set by the Board of Directors and related governmental units are enforced accordingly.

ESSENTIAL FUNCTIONS: (includes, but is not limited to, the following)

· Researches, plans and implements initiatives and projects to expand and enhance the quantity and quality of ACFS programs.

· Conducts gap analysis and evaluates program effectiveness to identify additional needed resources to meet community needs and division goals and focus on continuous process improvement.

· Develops, updates, implements, and enforces departmental policies and procedures to guide decision-making, define expectations and align with organizational goals and values while ensuring consistent adherence of Tribal and departmental policies.

· Financial and budgetary administration including developing and modifying budgets, monitoring expenditures, submitting reports, and ensuring compliance with funding regulations.

· Accurately compiles data and prepares timely reports for the Tribal Board of Directors (BOD) and Executive Office.

· Grant administration including ensuring departments are actively researching and identifying funding opportunities, directing the writing and timely submission of grant applications and reports, and ensuring regulatory compliance.

· Leads strategic planning process, recommends funding allocations according to Division priorities, and aligns program goals with Division strategies.

· Oversees marketing of programs and activities and the dissemination of all informational materials to increase access to and participation in ACFS services and activities.

· Provides timely and thorough communication of plans, requests, and recommendations to the Tribal BOD, Executive Office, Tribal members, team members, and community.

· Leads, motivates, and fosters a cooperative team environment.

· Guides and directs staff in developing comprehensive program proposals, presenting plans and implementing initiatives.

· Supervises, hires, trains, directs, evaluates, handles discipline and termination, approves time and leave of subordinate employees

· Develops responses to Tribal letters and writes white paper requests on various ACFS related topics, trends and funding.

· Acts as Liaison between Sault Tribe and federal, state and local agencies and tribal organizations.

· Attends and participates in various meetings, trainings, conferences and workshops to stay abreast of regulations, opportunities, and standard practices.

· Represents the department on appropriate committees, contributes expertise, provides leadership, coordinates responsibilities, and updates staff and upper management.

ADDITIONAL RESPONSIBILITIES: (includes, but is not limited to, the following):

· All other job-related duties as assigned.

CONTACTS:

Immediate peers, peers in other departments, immediate supervisor/manager, managers in other departments, executives, Tribal BOD, customers, outside vendors/service providers, Federal and State officials including FBI, BIA, HHS, DOJ, US Attorneys, MDHHS, and other Tribal organizations.

PHYSICAL REQUIREMENTS:

Position sedentary with primarily sitting/lifting of 25 pounds maximum. Physical factors include constant use of hearing, near vision, and typing; frequent sitting, use of smell, midrange/far vision/field of vision and bending; and occasional standing, walking, carrying/lifting, stooping, kneeling, reaching, manual handling, depth perception, color vision and travel. Working conditions include constant exposure to air quality and occasional exposure to weather and noise. Potential hazards include constant patient/client contact and computer use; frequent exposure to chemicals, infectious exposure and equipment; and occasional exposure to moving mechanical parts, electric shock, insecticides/pesticides, needles/syringes and cell phone use.

REQUIREMENTS:

Education: Licensed Baccalaureate Social Worker (LBSW); or Master’s degree in Social Work , Public Administration , Psychology , Sociology , Human Services; Juris Doctor; or a closely related field required.

Experience: Minimum 8 years of combined experience in social work and child and family services, preferably in tribal communities, or related experience required. Minimum of 5 years supervisory experience required.

Certification/License: Will be required to undergo and successfully pass a background check. Must comply with the Sault Tribe’s Drug-Free Workplace Policy which may include random drug tests.

Knowledge, Skills and Abilities: Must have deep understanding of Indian Child Welfare Act (ICWA), tribal sovereignty, and culturally grounded service delivery. Proven ability to manage complex programs, budgets, and personnel. Strategic planning, project management, and administration skills required. Must have excellent verbal and written communication skills and the ability to draft well-organized, error-free, grammatically correct, clear and concise documents and reports. Must have excellent interpersonal, public speaking, facilitation and conflict resolution skills. Knowledge of the tribal community, culture and values is strongly preferred. Must have knowledge of or the ability to learn the mission, organizational plan, funding sources, laws, regulations and requirements of division. Must be an analytical thinker and have the ability to effectively solve problems. Knowledge of general accounting principles preferred. Must have financial management skills with the ability to effectively manage budgets and make financial projections. Demonstrated ability in grant administration is required. Ability to research, interpret, and remain in compliance with laws, legal codes, government regulations and executive orders is a must. Must have excellent organizational skills and a high attention to detail. Ability to multi-task, prioritize and meet deadlines is required. Must have advanced leadership and team building skills with demonstrated experience in supervising staff. Must be computer proficient with knowledge in Microsoft Office Suite or related software including Word and Excel. Must maintain strict confidentiality. Native American preferred
