Director of Single Family Housing Development

Position Summary: CAHP's Housing Opportunity team works to expand the availability of affordable homes through significant real estate development and improve the quality of housing stock by delivering home rehabilitation and educational programs. The Director of Housing Development leads and manages CAHP’s development team coordinating the administration of homeowner-occupied rehabilitation projects and supports the acquisition and development of affordable housing projects. Finally, this position will also oversee the assessment of prospective opportunities that scale equitable housing options and supportive programs for our neighbors throughout mid-Michigan.
Essential Duties and Responsibilities:
· Lead construction projects including single family, new construction, home rehabilitation, and owner occupied.
· Oversee contract changes, scope clarifications, along with obtaining approvals as necessary from all required participants.
· Track KPIs for all development projects such that completion is achieved in a timely and efficient manner.
· Supervise all project bidding processes, construction sites, and general contractors for both new construction and rehab projects.
· Ensure all general requirements and program procedures are clearly outlined and documented for both new construction and rehab projects.
· Monitor project progress, identify and mitigate risks, and ensure the project remains on track and within budget.
· Ensure all project/grant requirements are met for on time billing and execution of project.
· Assist team in recruiting, training, and maintaining contractors to work on development projects.
· Lead program staff in acquisition of real property for development projects.
· Oversee program staff with marketing, promoting, tracking, and maintaining grant/funding application programs as assigned.
· Work with staff members and consultants to monitor the ongoing operation and performance of properties in CAHP’s portfolio
· Takes corrective action when problems arise
· Works with consultants and attorneys to acquire the investor’s ownership interest
· Other duties as assigned
Qualifications and Skills
· Minimum 3 to 5 years of professional experience, including leading a team in a construction project management role.
· Possess or have the ability to obtain a Michigan Residential Builder’s License within 6 months of hire.
· Knowledge in federal, state, and local building codes, ordinances and administrative orders applicable to building and construction trades.
· Understanding of federal, state, and local housing rehabilitation funding programs and guidelines including, but not limited to, CDBG and HOME dollars.
· Knowledge of environmental hazards relating to development projects including lead-based paint and asbestos abatement.
· Understanding of Section 3 and BABA requirements.
· Experience working with homeowners, contractors and others contacted during construction work.
· Prepare rehabilitation plans/specifications, labor/material cost estimates, required bid documents, and program files.
· Complete inspections and detect deviations from approved plans and specifications.
· Excellent project management and organizational skills.
· Initiative and demonstrated sense of urgency.
· Effective communication and interpersonal skills.
· Knowledge of construction processes and regulations.
· Proficiency in relevant software and systems.
· Build and maintain relationships with various stakeholders, such as lenders, equity partners, consultants, and residents
· Excellent relationship-building skills and a customer service orientation that leads to sustainable and mutually beneficial external partnerships.
· Commitment to working with shared leadership and in cross-functional teams.

· Strong written and verbal communication skills to communicate effectively with staff, volunteers, stakeholders, consumers, community partners and the public in an empathetic, inclusive, and supportive manner.
· Self-motivated and effective in a team setting and individually.
· Computer literacy in Microsoft Office required – Adobe Design Suite, SmartSheets, DropBox, Canva and Constant Contact and other digital applications experience preferred.

Reporting Relationship: Reports to the Executive Director
Work Environment and Physical Demands:
· Ability to use office equipment and work sitting or standing in front of a computer for extended periods of time.
· Reliable transportation for travel within the mid-Michigan footprint. Use of a personal motor vehicle for transportation requires proof of insurance and the driver must have a valid Driver's license. Must be able to obtain Chauffeur’s License, including passing a DOT physical.
· Walk moderate distances over rough terrain, climb ladders, inspect crawl spaces, attics, cellars, and work in confined/cramped body positions – including surfaces that may be slippery.
· Work in high concentration of dust and sawdust in remodeling sites and newly insulated buildings.
· Occasional moderate lifting of supplies and materials.
· Requires evening and weekend work on occasion.
· Successful completion of a criminal background check.
Annual Minimum Base Pay: All the roles within CAHP have pay ranges that commensurate with the knowledge, skills, and abilities of the successful candidate. The annual pay range for this position is $62,400 - $74,880.

CAHP offers a competitive total rewards package including a competitive salary, medical/dental/vision coverage with an employer contribution of 100% towards single coverage and 0% towards dependent coverage effective with the date of hire. In addition, CAHP provides a 3% employer match into a retirement plan each year, and annual incentive-based bonuses. Team members receive 18 days Paid Time Off, and 13 Paid Holidays. Paid time off is prorated for the first year.
