Project Manager – Water Utilities

Hybrid - Detroit, MI

Position Overview

We are seeking an experienced Project Manager – Life Cycle Project Manager to support the delivery of large-scale water and wastewater treatment capital improvement programs (CIP). This role is responsible for managing infrastructure projects through the full lifecycle—from initial planning and design through construction, commissioning, and close-out.

The Project Manager will ensure successful delivery of critical utility projects that support safe, reliable, and sustainable drinking water and wastewater treatment systems serving large regional populations.

Key Responsibilities

  • Manage full project lifecycle including scope, schedule, budget, execution, and close-out for major water/wastewater infrastructure projects
  • Oversee Capital Improvement Program (CIP) project delivery in coordination with program controls, engineering, operations, and construction teams
  • Develop and maintain baseline forecasts for cost and schedule performance, including updates through project completion
  • Coordinate with internal stakeholders including operations, maintenance, engineering, procurement, and construction management teams
  • Ensure alignment with established program management standards for design, construction, project controls, quality assurance, safety, and regulatory compliance
  • Manage change control processes, ensuring scope, budget, and schedule impacts are properly evaluated and approved
  • Identify, assess, and mitigate project risks, including technical, financial, and schedule-related risks
  • Monitor contractor performance and ensure adherence to quality standards, specifications, and safety requirements
  • Support procurement activities and coordinate vendor and contractor engagement throughout the project lifecycle
  • Track and manage project cash flow, expenditures, and forecasting against approved budgets
  • Prepare and deliver detailed reports, dashboards, and performance updates for leadership, stakeholders, and governing boards
  • Facilitate project meetings, cross-functional coordination, and stakeholder communication across technical and operational groups
  • Support project closeout activities, including documentation, final reporting, and lessons learned
  • Mentor and support junior team members and contribute to continuous improvement of project delivery practices

Required Qualifications

  • Bachelor’s degree in Engineering, Construction Management, Business, or related field
  • Minimum of 4+ years of project management experience in infrastructure, construction, or utility-related projects
  • Professional Engineer (PE) license or Project Management Professional (PMP) certification (or ability to obtain within 12 months)
  • Experience managing scope, schedule, budget, and risk on complex capital projects
  • Strong understanding of project controls, construction management, and lifecycle project delivery
  • Ability to work with multidisciplinary teams including operations, engineering, and contractors
  • Excellent communication, negotiation, and stakeholder management skills

Preferred Qualifications

  • 8–10+ years of project management experience in water, wastewater, or heavy civil infrastructure projects
  • Master’s degree in Engineering, Construction Management, or related discipline
  • Experience working within public utility, municipal, or regional water/wastewater systems
  • Professional Engineering background in civil, environmental, mechanical, chemical, or sanitary engineering
  • Familiarity with Capital Improvement Programs (CIP) and large-scale infrastructure portfolio management
  • Experience with regulatory compliance, permitting, and public infrastructure governance

Work Environment

This role operates within a dynamic utility infrastructure environment , supporting critical water treatment and wastewater treatment facilities and systems . The position may require occasional site visits to treatment plants, pump stations, and construction sites, with exposure to active construction and operational utility environments.
