Data Management Specialist II

General Purpose of Job
The Data Management Specialist II is responsible for inputting, validating, and consolidating data in the FSFN (Florida Safe Families Network) information systems ensuring data accuracy and quality. Overall, the Data Management Specialist II contributes to Children's Network of Hillsborough high performance culture by exhibiting our values and providing quality results that position Children's Network of Hillsborough as the leader in delivering proactive behavioral health, case management, community and early childhood solutions for children and families.

Essential Duties and Responsibilities
Input, validate, and consolidate data in FSFN information systems.
- Responsible for the accurate data entry of all information mandated by policy and statute for staff.
- Enter admissions and discharges, authorizations and placements, monthly outcomes data and other miscellaneous information collected.
- Attend weekly meeting addressing issues, changes, sharing of information, and offering ideas or solutions
- Locate program information including historical data, provider placement data, and legal status histories.
- Supports quality management function, data needs, and meets deadlines for reports and documents.
- Assist in the preparation of reports, documents, and other products as required
- Respond to internal and external requests for information such as report status or file information.
- Responsible for processing incoming and outgoing Out of Town Inquiry (OTI) and Interstate Compact for Placement of Children (ICPC) packets.
- Supports case management staff with technical assistance and ongoing training to maintain compliance with reporting standards of OTI and ICPC. Contacts and provides follow-up with case management and other staff to meet requirements for OTI and ICPC.
- Supports efforts to enhance and increase efficiency and accuracy of OTI and ICPC processes.
- Designs, implements, and participates in procedures related to OTI and ICPC.
- Query system to access specific information and correct data entry errors.
- Perform routine validation sampling.
- Assist subcontracted providers, logging complaints, and responding to requests, forward to supervisor for review.
- Assist users on data entry performed by field staff, submitted through Mindshare.
- Evaluate the accuracy and integrity information through rigorous validation processes, to identify and resolve discrepancies as a support function to the Data Management Supervisor
- Participate in statewide designs and trainings for mandated changes and implementations.
Contribute to a positive, engaging work environment.
- Develop a strong knowledge base and stay current on job-related issues and trends.
- Participate actively in departmental meetings, training, and education, as well as the quality process.
- Comply with the Children's Network of Hillsborough's code of conduct, policies, procedures, and other obligations.
- Assist with training other team members and providing back-up when necessary.
- Projects to enhance the quality of the Data Team may be assigned by the Data Management Supervisor and/or Vice President of Administrative Services.
- Other duties assigned as special projects may be requested
Working Hours
CNH's work week is Monday through Friday, 40 hours per week. Your supervisor will advise you of your work hours; however, business office hours are 8:00 am to 5:00 pm, with a one-hour lunch. This is an in-office based position.
Travel
Travel in and outside of Circuit 13 Hillsborough County may be required.
Training
All employees must complete fifteen (15) hours of on-line or classroom Training on an annual basis. If the employee is a Certified Child Welfare Professional, Training hours must total twenty (20) annually
Supervisory Responsibilities
This position is not responsible for supervisory functions.
Education and Experience
- Bachelor's Degree required.
- Four (4) years of experience in data entry and validation, ensuring data accuracy and consistency while adhering to established quality standards and protocols, preferred.
- Ability to establish and maintain positive working relationships.
Other Qualifications
- Must have knowledge of child welfare processes and rules and be able to use Florida Safe Families Network on-line data.

Skills and Abilities
Must be able to operate standard modern office machinery, including fax, telephone, calculator, computer, scanner, printer, and copier. Must be competent with Microsoft Office Applications, including Word, Excel, and Outlook. Must be competent with basic e-mail protocol and procedures including sending, receiving, replying, attachments, and meeting scheduling, excellent written and oral communication skills. Must abide by the highest standards of confidentiality.

Certificates, License, Registrations, backgrounds, drug screens, Etc.
- Valid driver's license required, with proof of insurance
- Child Welfare Certification is not required for this position.
- Criminal background screening (fingerprinting) (Local Law Enforcement and FBI/FDLE)
- Drug Screening upon hire
- Children's Network participates in E-Verify
Other Requirements
Language Skills
Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, other employees, and the public. Ability to speak effectively before groups of customers or employees.
Mathematical Skills
Ability to add, subtract, multiply and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent, to draw and interpret bar graphs.
Reasoning Ability
Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

This job requires the ability to sit for extended periods; walk; stand; use hands to finger, handle or feel; reach with hands and arms; stoop, kneel or crouch; talk and hear. This job requires sufficient visual acuity to read and to operate standard modern office machines. The employee must occasionally lift and/or move up to 25 pounds.
