Position Summary of Safety Manager

The Safety Manager provides strategic and operational leadership for Rauhorn Electric’s safety and health programs across multiple infrastructure projects. This role ensures compliance with all applicable federal, state, and local regulations (OSHA, DOT, EPA, and utility/owner-specific requirements) and promotes a proactive safety culture to protect employees, subcontractors, and the public. The Safety Manager oversees a team of safety professionals and partners with leadership to implement best-in-class safety systems for high-voltage, underground, overhead, and civil utility construction operations.

Responsibilities of Safety Manager

Program Leadership & Compliance

  • Develop, implement, and continually improve corporate safety programs, policies, and procedures aligned with utility contractor industry standards.
  • Ensure compliance with OSHA, MSHA, DOT, and client-specific safety requirements across all project sites.
  • Maintain strong working relationships with client safety representatives and regulatory agencies.

Team & Department Oversight

  • Manage and mentor safety staff including Specialists, Administrators, and Coordinators.
  • Chair and lead corporate safety committee meetings, driving accountability for performance and improvement.

Field Safety Operations

  • Oversee and conduct jobsite safety audits, inspections, and hazard analyses for high-risk utility work environments. Review all field safety audits for accuracy and standards.
  • Lead incident/accident investigations, root cause analysis, and corrective action development.
  • Oversee the incident/accident reporting process including investigative information, event analysis, research, providing diagrams/timeline/photo/videos to help determine the cause and what the organization can do to prevent a similar event in the future.
  • Implement and monitor Job Safety Analysis (JSA) and Pre-Task Planning (PTP) programs.

Training & Workforce Development

  • Develop and deliver safety training programs including OSHA, utility owner/operator requirements, CPR/First Aid, Operator Qualification (OQ), and equipment-specific certifications.
  • ·Ensure compliance with collective bargaining unit (union) training obligations where applicable.
  • Create and evolve workplace safety policies and procedures. Create and manage training curriculum, emergency protocols, and specialized planning.

Risk & Data Management

  • Manage claims, insurance reporting, and risk mitigation strategies in partnership with Risk Management and insurers.
  • Collect, analyze, and present safety performance data (TRIR, EMR, leading indicators) to senior leadership and clients.
  • Develop and manage the annual safety budget.

Culture & Engagement

  • Promote a “Safety First” culture across all levels of the organization through visible leadership, employee engagement, and recognition programs.
  • Represent the company at industry conferences, client forums, and regulatory hearings as required.

Other Duties of Safety Manager

  • Support emergency response planning and crisis management.
  • Perform additional assignments as directed by executive leadership.
  • Lead underground utility incident investigations and manage claims.
  • Provide information for and participate in all claims and litigation for captive insurance.

Qualifications of Safety Manager

  • Minimum 7–10 years of progressive safety leadership experience in utility, electrical, heavy civil, or infrastructure construction.
  • In depth knowledge of OSHA standards, DOT/FMCSA regulations, utility owner safety requirements, and industry best practices.
  • Professional certifications are strongly preferred (e.g., CSP, CHST, CUSP, or equivalent).
  • Demonstrated ability to lead teams, influence senior leaders, and drive organizational change.
  • Strong communication, presentation, and client engagement skills.
  • Proficiency with safety management systems, reporting tools, and Microsoft Office Suite.
  • Strong data analytics, organization, and presentation skills.

Education Requirements of Safety Manager

  • Bachelor’s degree in occupational safety, Construction Management, Environmental Science, or related field (required).
  • Master’s degree preferred but not required.
  • Equivalent combination of education and relevant industry experience may be considered.

Supervisory Responsibilities of Safety Manager

  • Directly responsible for supervising clerical or office administrative personnel.
  • Directly responsible for supervising professional or technical associates.
  • Directly responsible for supervising supervisory/managerial associates.

  • Frequent travel to project sites across regional service areas.
  • Regularly required to walk jobsites including uneven terrain, trenches, confined spaces, energized environments, and elevated structures.
  • Must be able to wear required personal protective equipment (hard hat, FR clothing, fall protection, respirator, etc.).
  • Noise levels vary from moderate to high depending on worksite conditions.
  • Regularly required to use hands to finger, handle, or feel objects, tools, or controls and reach with hands and arms.
  • The employee frequently is required to stand, walk, sit, and talk or hear.
  • The employee is occasionally required to stoop, kneel, crouch, or crawl.
  • Must occasionally lift and/or move more than 5-10 pounds.
  • Specific vision abilities required by this job include close vision, distance vision, depth perception, and the ability to adjust focus.
  • The noise level in the work environment is usually moderate.
