Main St. UNION AFFILIATION: Non-Union Employees JOB SUMMARY Reporting directly to the County Treasurer, performs professional level administrative, organizational, fiscal, and staff support related to treasury operations. Directly supports the countywide elected Treasurer to ensure mandated responsibilities are performed with excellence. Provides direct services to treasury internal and external customers. May coordinate, monitor, and assign work to other employees. EXAMPLES OF DUTIES Essential Duties: Manages and prioritizes administrative, organizational, staff support and related work for the Office of the Treasurer and provides varied, responsible, and independent office administrative assistance to executive management staff. Aids in such a way that a clear understanding of customers¿ needs is fostered. Receives and screens visitors, telephone calls, and other inquiries, providing information which requires the interpretation of policies and procedures. Answers questions, refers inquirers to the proper office or person, or takes and forwards appropriate messages. Provides internal administrative leadership by acting as the liaison with office personnel on a day-to-day basis. Participates in the implementation of the Treasurer¿s business plan and budget. Must maintain a high degree of confidentiality and integrity. Often works with confidential materials and information. Plans and organizes activities and operations of department payroll, human resources, and other areas to which assigned. Provides support to the employee relations, recruitment and hiring, and professional and organization development programs. Performs confidential human resources related tasks specific to entering salaries and employees changes as required. May have programmatic responsibility in a specified service delivery or internal support area as assigned. Provides support to the departmental senior leadership team in matters requiring confidentiality. Review travel and other expense reimbursement requests for accuracy and compliance with County policies and procedures. Acts as liaison to other departments such as Purchasing, Accounts Payable, Information Technology, Payroll, and Fleet. Research, analyze, and compile a variety of informational materials to summarize such information and prepare periodic or specialized reports related to the work of the Treasurer. Prepares and participates in the collection of data and information on services. Prepares various written and statistical information in the proper format for presentation. Monitors departmental expenditures and budget line items and assists in annual budget development. Prepares a variety of correspondence, reports, forms and specialized documents from drafts, notes, dictated tapes or brief instructions; composes standard correspondence, resolutions, or other materials independently. May take official minutes or notes at meetings. Proofreads prepared materials for accuracy, completeness, and compliance with Treasury and County policies and procedures. Organizes and maintains various files and electronic records; locates information as required for the work of treasury, including completion of FOIA requests, tracks the issuance of official documents, and may purge files and/or prepare information for long-term storage. Manages record retention in compliance with state law and the Treasury schedule. Manages projects, maintains a calendar, and schedules meetings and other events, transmits information to other departments or to organizations outside of the County, and keeps informed of treasury activities to coordinate support and ensure smooth operations and service delivery. Supports essential Office administration responsibilities by processing contracts, arranging for meetings, maintaining an inventory of office supplies, ensuring equipment and facility maintenance and repair, coordinating room usage, and making travel arrangements. Produces documents, brochures, and flyers for external customers using publication software and occasionally working with outside designers. Provides key communication leadership through drafting press releases, maintaining media contacts, updating the Treasury internal and public-facing websites, and representing the Treasurer at community outreach events. May direct, train, and review the work of other staff; may coordinate the work of seasonal staff or others as required. Manages inventory of supplies and printed materials. Takes bids, places order, receives deliveries, and processes accounts payable. Ensures that vehicles are cleaned and maintained. May maintain and process payroll, leave, and related employee records. Demonstrates continuous effort to improve operations and streamline processes to provide excellent service to both internal and external customers. Operates standard office equipment; may be required to drive a county vehicle. Performs professional level and responsible analytical, administrative, organizational, and staff support related to treasury operations. Provides varied, responsible, and independent office administrative and secretarial assistance to executive management staff. Performs duties of record retention, accounts payable, and supply/printing ordering. May enter data, maintain databases, prepare spreadsheets, conduct research, and prepare reports or correspondence as requested by the Treasurer. May serve on various committees, task forces, or other groups, both internal and external as a representative of the Treasurer. Participates on County committees and in professional development activities. Participate in public safety sensitive meetings and conference calls pertaining to treasury risks, needs assessments and developing situations requiring confidentiality. Must maintain a high degree of confidentiality and integrity; often works with confidential materials and information. Represents the elected County Treasurer in interactions with the public, colleagues, vendors, other units of government, and County departments.

EMPLOYMENT QUALIFICATIONS Knowledge, Skills, and Abilities: Policies, procedures, rules, and regulations related to the Office of the Treasurer. Office administrative principals and procedures, including records management and retention, event organization, calendar coordination, and written documentation and communication. Principles of work organization, coordination, and delegation. Expert knowledge of common office computer software programs, e.g. Microsoft Office Suite, and demonstrated capacity to learn specialized software: e.g. graphics design, website maintenance, and delinquent tax. Current English usage, including spelling, grammar, and punctuation. Techniques for dealing effectively with internal and external customers. Organizing work, setting priorities, meeting critical deadlines, and following up on work with minimal supervision. Using tact, discretion, initiative, and independent judgment within established procedural guidelines. Maintaining confidentiality. Applying and explaining policies and procedures. Organizing and maintaining accurate files and records. Making accurate arithmetic calculations. Preparing routine correspondence from brief instructions.

LICENSES/CERTIFICATIONS Possession of a valid driver's license. PHYSICAL DEMANDS Duties require the ability to work in a typical office setting: use standard office equipment, including a computer and telephone, sit and/or stand at a desk and customer service counter,

MINIMALLY QUALIFIED For hiring, promotion, bumping, or otherwise filling a position, Minimal Qualifications include passing Treasury assessment test(s) designed for the job duties to the satisfaction of the Treasurer. EDUCATION Equivalent to possession of a bachelor's degree with coursework in Accounting, Management, or Public Administration. EXPERIENCE Three (3) or more years of progressively more responsibility in providing varied, responsible, and independent office administrative support and analysis to executive management staff.
